Chers Amis,
Le 12 février 2003 est la Journée Mains Rouges Mondiale. Journée anniversaire de la signature du protocole de l’O.N.U. condamnant l’utilisation des enfants dans les conflits armés.
Nous, B’nai B’rith de Grenoble, organisons une pétition adressée à M. Chris Patten, Commissaire Européen aux Relations Extérieures pour lui demander de faire tout ce qui est en son pouvoir pour arrêter l’utilisation des enfants palestiniens dans le conflit actuel du Moyen-Orient.

Communication from B'nai B'rith, Grenoble (France)
The use of children in an armed conflict constitutes a war crime. Three international legal dispositions attest to this :
- The Charter of Human Rights of the European Union, Children's Rights, Art 24
- The Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict, Art 4.
- Rome Statute of the International Criminal court, Article 8 War crimes
Para. 2. For the purpose of this Statute, "war crimes" means:
(b) Other serious violations of the laws and customs applicable in international armed conflict, within the established framework of international law, namely, any of the following acts:
(xxvi) Conscripting or enlisting children under the age of fifteen years into the national armed forces or using them to participate actively in hostilities.
FOR THESE REASONS
In the best interests of the children, it is essential to set up a control over the use of those funds which are allocated to the Palestinian Authority as long as they continue to allow the active participation of children in the hostilities.
We therefore request of Mr Chris Patten, European Commissioner in charge of External Relations that :
- He block the funds allocated to the Palestinian Authority as international cooperation, as long as it does not intervene to prevent the active participation of Palestinian children in the present hostilities.
- He put pressure on the Palestinian Authority so that they act to prevent the use of Palestinian children by the Palestinian armed groups in the conflict in the Middle East.
