A LA COOPÉRATION SCIENTIFIQUE ENTRE L'UNION EUROPÉENNE ET ISRAËL

Suite à la demande récente d'une université française de suspendre les relations scientifiques universitaires entre l'Europe et Israël, la Commission européenne rappelle ce qu’a dit le Commissaire Busquin, en avril 2002, à savoir que la Commission"n'est pas favorable à une politique de sanctions à l’encontre des parties au conflit, mais préconise plutôt un dialogue continu avec elles, ce qui est la meilleure manière de les ramener à la négociation. D'ailleurs, le Conseil des Ministres a pris la même position le 18 avril, 2002."

La Commission européenne croit que la coopération scientifique menée au niveau de l'Union Européenne joue un rôle très positif en permettant la coopération non seulement entre Européens et Israéliens, mais également avec les établissements et les scientifiques palestiniens, ainsi qu'avec les pays du Moyen-Orient. En outre, les établissements universitaires d'Israël exercent une influence modératrice et de lieu où les scientifiques israéliens et arabes peuvent agir avec réciprocité.

Dans ce contexte, le renouvellement de l'accord de coopération scientifique et technique qui existe entre la Communauté Européenne et Israël a été négocié et paraphé en décembre 2002, afin de permettre la participation d'Israël au 6ème programme-cadre de l’Union Européenne pour la recherche et le développement. Le renouvellement de cet accord est dans l'intérêt mutuel des deux parties, étant donné le niveau élevé de la recherche scientifique en Israël. D'ailleurs, une telle coopération est un instrument de dialogue qui favorise des partenariat servant des objectifs de paix.

EUROPEAN COMMISSION REITERATES ITS SUPPORT
FOR SCIENTIFIC COOPERATION BETWEEN THE EUROPEAN UNION AND ISRAEL

Further to the recent request by a French university to halt scientific academic relations between Europe an Israel, the European Commission recalls, as Commissioner Busquin said on April 2002, that “it is not in favour of a policy of sanctions against the parties to the conflict but rather advocates a continuous dialogue with them, which is the best way to bring them back to negotiations. Moreover, the Council of Ministers took the same position on April 18th, 2002.”

The European Commission believes that the scientific co-operation conducted at the level of the European Union plays a very positive role by allowing co-operation not only between Europeans and Israelis but also with Palestinian institutions and scientists as well as with Middle East countries. Furthermore, Israel's academic institutions serve as a moderating influence and as a place where Israeli and Arab scientists can interact.

In this context, the renewal of the existing agreement on Scientific & Technical Co-operation between the European Community and Israel has been negotiated and was initialled in December 2002 in order to enable Israel’s participation in the EU’s 6th Framework Programme for Research and Development. The renewal of this agreement is in the mutual interest of the two parties, given the high level of scientific research in Israel. Moreover, such co-operation is an instrument of dialogue that promotes partnerships serving peace objectives.
